Two famous personalities participating in preparatory talks, the Most Powerful Doctor Brother Roque Perez, and the Most Powerful and Honorable Thomas, Earl of Aske Zetland , Baron Dundas, Grand Master of Free and Accepted Masons of England.
They signed the treaty, among other distinguished Brethren, Mariano Billinghurst, Worshipful Master of the Lodge "Regeneration" and Frederick Hughes, Worshipful Master of the Lodge "Excelsior" No. 900, both established in Buenos Aires, and Argentina and English Lodges respectively .
This treaty was ratified on April 13, 1903 (EV). (2)
During the following years the Order of the Holy Royal Arch of Jerusalem did not act within Masonry Argentina to being in Washington on MRG Master Masonry of Argentina, W.Brother Fabian Onsari (1928-1936 and 1939-1945) at a meeting of GMs, it was thought it was a shame that the Order of Royal Arch did not work within Masonry Argentina, and seeing that would be good if it were decided to his satisfaction, instruct Brother Onsari in the Arts, that he, in turn, disseminate knowledge so high in his country.
